Foundation, migration or rework
A new foundation on a project with no abilities is the lightest case. Migrating combat that already lives on character classes costs more, because every ability and hit reaction has to move without breaking a game that ships.
Replication mode and player count
Single-player GAS is mostly design work. Multiplayer adds replication-mode choices per actor type and relevancy work as player counts grow; see the Replication Graph field note.
Client prediction
How instant abilities must feel decides how much prediction, rollback and latency compensation is needed, as in the server-authoritative pipeline case.
Lyra or from scratch
Lyra gives a working GAS integration and modular gameplay features, but its structure has to be learned and sometimes unpicked. From scratch is cleaner for small games.
Effect volume and execution cost

Is GAS cheaper than a custom ability system?
Usually over the life of a multiplayer project, yes: GAS ships replication, prediction, tags and effects that a custom system has to rebuild. For a small single-player game with a handful of abilities, a simple custom component can be cheaper, and we will say so.
What does an Unreal Engine contractor charge per hour?
